When this error is seen, it usually indicates that "Require description on eClaims" is unchecked on the eClaim Procedure Code.

You can navigate to References > Fee Schedule, and locate the Procedure Code(s) that are on the eClaim that rejected. Once you've located the code, you can see the "Require Description on eClaims" checkbox in the Fee Tab. Ensure it is checked, and then you can rebuild and resubmit the eClaim in question.
